This is right in my field of interest. I hope you're ready for an essay.
I. Living Necessities, Health, Economics
Much along the same lines as Isabelle, my first focus would be getting the world back on its feet. Right now everything is completely disorganized. Even in our most stable countries we have homeless, hungry and needy. My first goal would be to stabilize the current situation to make sure everyone had access to necessary supplies and conditions for living.
However, in order for this to work, we would need to have a stable world economy to support this new infrastructure. I would attempt to unify the world's economy by jump starting it worldwide, as opposed to simply trying to fix it for one country and hoping it would affect the others. Every country would be focused solely on working to improve its own structure and economics, providing new jobs, creating a base to back up those positions, and using the time of necessity to give the work force a boost. We can not simply take loans to feed the hungry and deal with the worlds' issues, because after we fixed them, we'd have another issue. We would need to hit both problems simultaneously to give the entire world a stable hold to work with.
II. Detailed Infrastructure, Government, World Politics
We would need to make sure that we would be working for the benefit of the world, and not just unifying under a temporary banner. I would ensure, through some difficulty no doubt, that we would all be working towards humanity's best interests. After some base work on the economy, we could focus on rebuilding our cities - the schools, the hospitals, and our current state of affairs internally. We would need to make sure we would be living in a world best suited for this kind of drastic change without the need to catch up later.
I would also check out the current activities and priorities of the worlds' governments. We would need to do away with wars and pointless spending of all types that distracted us from our main goal. We would need to re-evaluate our standing from both country and world viewpoints, and drastically change where we were spending our money.
Government would be changed. Big business and partisan politics would have no place in the typical process of political progress. Countries could keep their individual government systems if they adhered to that basic structure. Everything would be run according to the needs of the people to prevent any special interest from being brought into the procedure. Take out the lobbying and the bribing and create a world that operates to further itself, not just the bank accounts of the people in high positions. Either current politicians and businesses would agree to this, or they would be removed from office.
III. Education, Research, Science, Law
Once we made sure that our world was stable, politically, financially and economically, we could focus on looking to the future. Revamp our educational systems and make sure that everyone has access to the same education everywhere. We would go through every bit of our educational priorities and set new goals to get all students everywhere in the world to where they should be within ten years. We would divert our new funds towards research, exploration and science. Focus on the curing of diseases and the advancement of medical science as quickly as possible.
We would also focus on new means of exploration and technology. Drastically increase the amount of exploration missions in space, but also in our own world, since we still know so little about it. Use this research to advance our understanding of everything and use it to further our education. As we would no longer be spending so much time and effort on military means, we could increase funding and manpower to all these areas by an impressive margin, making sure that our priorities were those that would benefit everyone.
Laws would need to be readjusted. Go through each and every law. Remove those that are unconstitutional, biased, judgmental, prejudiced or unfair. Grant equal rights to each and every citizen. There would be no more worries over race, religion or sexual orientation. The world would be equal for every person to live upon it. And, in America's case, we would refuse to hear in court any case that would be completely ridiculous. If someone sued a company for their coffee being too hot, she would be laughed away by the judge. We would re-evaluate our prison system and what it takes to get sentenced. We would legalize marijuana and look at other substances that are currently legal or banned to determine what is right, not what is there to increase profit and political gain. Prisons would be cleaner and better kept, and not as overcrowded.
IV. Internal Technologies, Travel, Energy
In order to keep a stable world, we would look at our current networks across the world. Utilities, services and transportation. Completely revamp our pipelines and data lines. Focus on improving our networks and expanding the systems to everyone in the world, not just certain locations (and with that, keeping the limitations and actions of businesses in check). We would make sure everyone had access to reliable energy, a steady supply of food, and clean water. Internet, wireless services and other basics (in our current era) would be available to anyone.
We would also revamp our transport systems. Increase the amount of highways, expand and widen the current ones and repave the roads to make the safer. We could also focus on drastically improving and implementing high speed rail lines throughout the world, including underwater transport between continents. Stabilize our bridges and work on all our roads. Improve our flight system. Create a better security system, remove the joke that is the TSA, create safer and more energy efficient planes, and build more airports for easier and faster travel.
For energy, we could invest heavily in solar, wind, water and nuclear fusion (if that comes to be a success). More efficient and cleaner energy is a must. We would focus this on energy production, to ensure everyone had more power for less of a carbon cost, but also our transportation, business and production of items and services worldwide. We would implement drastic measures to decrease the harmful pollutants we put into the air, focusing on creating a cleaner world as soon as possible, and from then on.
